Addressing Gray Areas of Bangladesh’s National Menstrual Hygiene Management Strategy by Following Menstrual Justice Lens

Addressing Gray Areas of Bangladesh’s National Menstrual Hygiene Management Strategy by Following Menstrual Justice Lens
Suma, Mst. Saema Jerin
Similar to other nations, the government of Bangladesh implements diverse departmental
strategies for the advancement and development of the country to achieve the intended results.
Since the goal of strategic planning is to accomplish the desired outcome through the
definition of long-term targets, strategy review is required for better decision-making and an
increased likelihood of reaching strategic objectives. However, Bangladesh spent some time
developing the national strategy paper on Menstrual Hygiene Management (MHM), taking
into account the fundamental rights of all girls and women in the country, including health,
education, and economic opportunities in 2021, with the main goal being to close the gaps in
the country's present MHM procedures for the 54 million menstruation women and girls. In
addition, given the complexity of menstruation, five guiding principles and eight strategic
targets are identified for improving MHM practices. Can this plan improve the current state
of MHM, even if the government has long realized the need to articulate distinct strategies?
Methodologically, this study follows desk-based research, which includes relevant published
journal articles, newspapers, and other forms to analyze the strategy paper critically.
Theoretically, this study has been conducted following Johnson‘s menstrual justice lens,
which promotes multidimensional intersectionality that is likely to be effective in all settings.
This lens may help identify context-specific needs, requirements, and gray areas that lead to
assessing and enhancing the power of strategic planning. In Bangladesh‘s MHM Strategy
paper, Menstrual Justice Lens advocates for all menstruators in terms of inclusivity. This lens
highlights the patriarchal standards that predominate in recommendations that lack
appropriate gender-sensitive information. This review discovered that, in the education sector,
a very subtle system of discriminatory teaching has become apparent. Despite the
encouragement to reduce the price of sanitary napkins, affordability is not ensured for all
menstruators in 2 to 3 years, and women's participation in decision-making is very limited,
iii
Addressing Gray Areas of Bangladesh‘s National Menstrual Hygiene Management Strategy by Following Menstrual Justice Lens
which promotes gender inequality and period poverty due to all being directly generated from
patriarchal notions. Therefore, by using this lens, the extended menstrual justice framework
brings about crucial positive changes at multiple levels by addressing discrimination,
promoting inclusivity, and developing a global environment where every menstruator can
experience dignity and equity in all aspects of life. In the same way, the Government of
Bangladesh's strategy paper needs to have a core critical argument based on formative
analysis, thereby helping to make the strategy paper more practicable.

Women’s Experience on Preterm Birth Delivery: A Study on Three Sub districts of Manikganj, Bangladesh
Ahammed, Ridowan
Preterm birth is a live birth occurring before 37 completed weeks of Gestation age, accounts for
10.6% of live births worldwide and 35% of all deaths among newborns. Thus, the study aimed to
understand women’s lived experience on her preterm birth delivery. This study is explorative in nature
that seeks to gather information about women’s lived experience on her preterm delivery. For the
purpose, this study employed mixed method design.Qualitative research was used to understand about
inner views of women regarding her preterm delivery. So, in this part13 In-Depth Interview (IDI)
have taken using purposive sampling from the mother who gave birth preterm delivery (less than 37
weeks) in three sub districts of Manikganj. Purposive sampling has been used to select for the study
purpose. On the other, Quantitative research was used to understand about the situation regarding
preterm birth. Hence, the list of women (80) who delivered preterm baby in last three months
(October, November and December 2023 had been collected from different birthing facilities of the
study area (70 birthing hospitals).Survey method was conducted to collect data, these questionnaires
were contained both close ended and open ended and data were collected from face-to-face survey as
well as telephone survey.Findings shows that, Woman have a mixed experience about her preterm
delivery. Now a day’s women are taking Antenatal Care but they went for the Antenatal Care cheek up
in 2nd and 3rd trimester. There are several reasons behind taking Antenatal Care lately: Poor economic
condition, not concerns about pregnancy and lack of information for right place of taking service.
Preterm baby management is a major concern issue for the lifesaving of the baby. Those who are
likely to have breach or preterm delivery should be delivered in a hospital with excellent baby
management or have Comprehensive emergency obstetric and newborn care (CEmONC) facility.

Barriers of Access to Mobile Financial Services by the Elderly People in Plain Land Ethnic Groups in Bangladesh: A Quantitative Study

Barriers of Access to Mobile Financial Services by the Elderly People in Plain Land Ethnic Groups in Bangladesh: A Quantitative Study
Kabir, Alamgir
Approximately two million people belonging to 27 officially recognized ethnic minority groups
live primarily in the plain land of the northern divisions of Bangladesh. They are socially,
economically, and politically vulnerable and marginalized. Among them, the elderly is considered
to be more vulnerable due to their advanced age and economic circumstances. Additionally, they
do not have access to conventional financial services. In this situation, mobile financial services
(MFS) are utilized to ensure that the elderly of plain land have access to their funds and other
government-provided financial services in a secure manner. This quantitative study aimed to
access the barriers that prevent elderly members of ethnic minorities from accessing MFS. Though
a structured survey administrated to a sample of elderly individuals from plain land ethnic groups
in Bangladesh, data were collected on various factors including language barriers, digital literacy,
trust in MFS service providers, experience of fraud. Descriptive and inferential statistical analyses
were conducted to identify significant barriers to MFS access among the elderly. The findings
indicate that elderly people of plain land ethnicity in Bangladesh face multiple obstacles when
attempting to access and utilize MFS. The most significant obstacles for the elderly are the
language barrier and limited digital literacy. Lack of trust in MFS service providers and attempts
at fraud by service agents are also cited as significant obstacles. Therefore, the government and
MFS providers should pay careful attention to essential adjustments to the MFS delivery
mechanism in order to improve access and utilization by the nation's plain land elderly.
